The Taskforce’s role is to enable the delivery of the recommendations from the Independent Library Report for England and to build upon and add value to existing good practice, partnerships and other activities that are already supporting public libraries. The taskforce has provided a toolkit and guidance on Libraries as a Statutory Service. The information contained in the guidance is not a statement of government policy but is provided to help guide local authorities and others.

The Department for Digital, Culture, Media and Sport have overall responsibility for Libraries Services in England. They have set out some guidance explaining the statutory responsibilities that local authorities (including Somerset County Council) have to deliver Libraries Services in their area.
